Pimlico is unusually consistent. Most of it went up between the 1830s and the 1850s under Thomas Cubitt, on ground raised with spoil from the docks, and the terraces are stucco fronted, solid walled and finished inside in lime on lath.
Consistent stock means consistent faults. The most common one here is movement: shallow foundations on made ground, and cracking that comes back in the same places after it has been filled. A crack that has been filled twice already is telling you something, and the useful thing is not a third fill. It is to look at whether it is seasonal and can be bridged with tape and a flexible repair, or whether it is still opening and wants somebody structural to look at it before any plaster goes near it.
Houses that are now flats, and what that does to a ceiling
A large share of these houses were converted into flats long ago, and that quietly changes what a ceiling is. A ceiling between two flats is not just a ceiling: it is a separating element, and its make up has fire and sound requirements that a single skim coat has nothing to do with.
So a ceiling replacement in a converted flat starts with what is up there and what has to be put back, board type and thickness included, rather than with a price per square metre. Where that pushes the job beyond a straight plastering job, it gets said.
The estates, which are protected too
Churchill Gardens and Lillington Gardens sit inside the same postcodes and are post war, listed in part, and built to a completely different logic: concrete and brick frames, boarded ceilings, flush details and no mouldings at all.
The work in them is plainer and the tolerance is tighter, because a flat wall with nothing on it is judged entirely on whether it is flat. And as with the terraces, anything touching the outside is checked with Westminster first rather than assumed.
Cubitt's stucco, made ground, and houses that are now four flats
Pimlico is Thomas Cubitt's, built in the 1840s and 50s on ground that was raised with spoil from the docks before anybody put a house on it. That history is still in the buildings: long stucco-fronted terraces, consistent from end to end, sitting on made ground that has been settling gently ever since.
The settlement is why so many of these houses have old, stable cracks that have been filled by three different people over a century. The useful question is whether a crack is still moving, and that is answered by what its edges look like and whether previous repairs have reopened, not by its width. A historic crack that has stopped gets cut out, filled and skimmed and stays gone. One that is still moving needs the cause looked at, and filling it is money spent twice.
The stucco itself is a lime render finished to look like stone, and it is protected: almost all of Pimlico is a conservation area and a great many of the terraces are listed as groups. A cement patch on a lime stucco front is both visibly wrong and actively damaging, so external repairs are matched in material and profile and checked with Westminster before they start.
Inside, most of these houses are flats now, often four or five to a building, which brings shared stairs, no parking, and a ceiling that is somebody else's floor. Work on it is planned with both parties rather than one.
